Schofield, Dee (1976). The Busing Controversy. [NAESP] School Leadership Digest [Second Series, Number 6. ERIC/CEM Research Analysis Series, Number 21.]. To understand the controversy over busing, it is necessary to understand the relationship between busing and the issues that are actually at the root of the controversy: desegregation and freedom of choice. Much of the political activity surrounding busing is a subtle transfer of attention away from the basic issue of desegregation. Other opponents to busing see it as another needless restriction on the freedom to choose one's residence and, concurrently, to choose the school to which one's children go. Because the Supreme Court has not rendered an absolute verdict on busing, school decision-makers are forced to live with the frequently fuzzy guidelines available. Congress and the President have adopted a wait and see stance that offers no leadership on the question. Social science research on busing is not helpful either as the research is not definitive in its findings. (1992). Wilderness Accessibility for People with Disabilities. A Report to the President and the Congress of the United States on Section 507 (a) of the Americans with Disabilities Act. This federally mandated study summarizes federal policies and regulations and identifies issues relevant to wilderness accessibility for people with disabilities. The report is based on review of existing federal policies and regulations; a survey of federal unit managers of the National Wilderness Preservation System (NWPS); a survey of programs and outfitters that have provided services to persons with disabilities in the NWPS; and a survey of users of the NWPS who have disabilities. Sawyer, Kimberly A. (1984). The Right to Safe Schools: A Newly Recognized Inalienable Right. California's Proposition 8, known as "The Victims' Bill of Rights," contains a safe-schools provision that states: "All students and staff of primary, elementary, junior high and senior high schools have the inalienable right to attend campuses which are safe, secure and peaceful." Through extended reference to federal and state case law, this legal comment attempts to prove that this "inalienable" right to safe schools is much more than a statement of policy. The following legal analysis is established. The constitutional amendment gives students and staff members of public schools the right to school campuses free of crime and violence.
