Pottinger, J. Stanley (1976). Statement…Concerning Enforcement of Equal Opportunities and Anti-Discrimination Laws in the Public Broadcasting Industry. J. Stanley Pottinger, Assistant Attorney General in charge of the Civil Rights Division (CRD) of the Department of Justice, was invited to testify before the committee concerning the existence and extent of discrimination in the public broadcasting industry. The Justice Department was concerned with the Civil Rights Act, Title VI. Members of his Federal Program Section met with officers of the Corporation for Public Broadcasting (CPB) during the latter of 1974 to discuss their responsibilities under Title VI, and to attempt to develop an enforcement program. Title VI prohibits discrimination on the basis of race, color, or national origin in any program or activity receiving federal financial assistance. The General Counsel for CPB expressed the view consistently that, because CPB is not a government agency, it is not subject to the requirements of Title VI. Riley, Linda L. (1995). Wisconsin Vocational Equity Leadership Cadre Support Project. FY 95. Final Report. A project was developed to provide technical assistance and staff development to the Wisconsin Vocational Equity Leadership Cadre to enable them to assist local districts in meeting the equity assurances in the Carl D. Perkins Vocational and Applied Technology Education Act of 1990 as well as Wisconsin's equity goals as prescribed in state law. The staff development part of the project included 8 days of training provided to approximately 80 members of the cadre, a group of educators responsible for providing regional training for local school districts. This training was designed to build participant skills and expand their knowledge of equity issues and how they affect school climate, students' career choices, vocational training, and preparation for work and family roles. Robinson, Nina (2003). Undergraduate Access to the University of California after the Elimination of Race-Conscious Policies. This report describes the University of California's (UC's) experience developing and implementing race-neutral undergraduate admissions and outreach policies and programs from 1995-2002. UC's experience indicates that in highly selective institutions, implementing race neutral policies leads to substantial declines in the proportion of entering minority students. These declines have been partially mitigated by programs designed to increase enrollments of students from low-income families, those with little family experience in higher education, and those who attend schools that traditionally do not send many students to four-year institutions. Increases in numbers of underrepresented minorities graduating from California high schools, combined with substantial expansion of enrollment capacity at several UC campuses, have led to overall increases for some groups, though underrepresented students remain a substantially smaller proportion of those admitted to and enrolled at UC's most… [PDF]

Horvat, Erin McNamara (1996). African American Students and College Choice Decisionmaking in Social Context: The Influence of Race and Class on Educational Opportunity. This report examines the college aspirations and decisionmaking factors gathered from 53 interviews with Black, female, college-bound students, their parents, friends, college counselors, teachers, and school staff. The goal was to reveal how the students' lives and their access to postsecondary education have been framed and structured by the influences of race and class in modern schools and society. Subjects were students at three urban California high schools. Data gathered included transcribed and coded interviews as well as extensive ethnographic observational data and documents. The schools were chosen for their ethnic and social differences: a predominantly African-American public school with predominantly lower class families; a public, racially mixed school of mixed social class composition; and a predominantly white, private, upper social class school. This book was created to assist youth-camp directors define their camp jobs to improve employee performance assessment, training, and hiring. The book, aimed at clarifying issues in fair-hiring practices required by the 1990 Americans with Disabilities Act (ADA), includes the descriptions of 31 jobs. United States Senate, One Hundred Second Congress, First Session on the Status of the Juvenile Justice System in America, Focusing on the Causes of Minority Overrepresentation and the Plight of Minority Youth in Inner Cities.
