A Counselor/Teacher Handbook, it provides information about the problem for teachers, and both theoretical and practical aids for eliminating sex bias in the classroom. It focuses on awareness of sex fairness, for both the teacher and the students. Some materials can be used with students directly, and some are for teacher information. Topics covered in the eleven sections of the handbook include the following: background of sex equity; awareness assessment–sex roles; expanding awareness of sex fairness; sex equality consciousness-raising; life planning, career and occupational choices; recruiting students for nontraditional occupations; sex equity in vocational education programs; sex equity inservice education; guidelines for reviewing printed materials for sexism;… Buckley, John J.; Feldbaum, Eleanor G. (1979). Faculty Influences on Black Recruitment and Retention in Schools of Nursing. To determine why blacks are underrepresented in the field of nursing, a three-year nationwide study was undertaken to examine and evaluate the recruitment and retention strategies used in schools of nursing, and to identify the most successful ones. Forty schools in 16 states were selected by their geographic and program representativeness; they offered associate, diploma, and baccalaureate programs in nursing. Data were collected by questionnaire. It was found that (1) the presence and activities of black faculty had a direct bearing on recruitment and retention, even while these faculty members were carrying out all other faculty responsibilities, and (2) these faculty had significant career barriers. White faculty members in integrated (i.e., not predominantly black) schools were more supportive of their school's recruitment and retention efforts than black faculty, although they were less aware of the efforts currently underway. Schools in southern and western states were most… Underhill, Jane, Ed. (1975). Skills for Adult Guidance Educators. Package 7: Exploring the Labor Market and Discrimination. This package is the seventh of twelve in the Skills for Adult Guidance Educators (SAGE) system, which provides instruction in a set of necessary competencies specifically designed for adult education counselors, teachers, and paraprofessionals. The materials provide a process for developing and implementing counseling and guidance programs unique to different target populations, program settings, and local conditions. Contents include ten modules that pertain to two role statements. The role statements describe the trainee objectives to demonstrate (1) ability to interact with local businesses, industry, and unions (8 modules) and (2) awareness of problems such as alienation, stereotyping, and racial discrimination encountered in a work environment (2 modules). Each module contains some or all of the following information: topic, learning objective, rationale, preassessment, learning activities, postassessment, and appended materials (supplemental activities, tape transcripts, and… [PDF] (1978). Volume VII: To Preserve, Protect, and Defend the Constitution. A Report of the United States Commission on Civil Rights, June 1977. This report evaluates the status of civil rights oversight and policymaking by the White House and Office of Management on Budget (OMB) during the Nixon-Ford administrations, from 1972 to 1976. The report documents the activities of the White House, OMB, the Federal Regional Councils, and the Federal Executive Boards. Housing, school desegregation, business enterprises, and federal grants in relation to the prominent minority groups are investigated. The administration's failure to enforce Federal civil rights legislation during 1972-76 is attributed to the executive branch of government. This branch failed to provide policymakers with effective means to discover the nature of problems or to suggest ways to implement corrective action. In the belief that executive direction is indispensable to civil rights legislation, it is recommended that the President assume responsibility for Federal civil rights enforcement programs and that a cabinent-level position be created whose role… [PDF] Dutile, Ferdinand N. In June 1992, Dona Ana Branch Community College (DABCC) in Las Cruces, New Mexico, initiated a self-study to identify changes needed for fuller participation by minorities and women and to establish goals for student, faculty, and staff diversity. The self-study focused on college and program enrollments by gender and ethnicity; recruitment materials; admissions, orientation, and registration procedures; retention and completion rates of minorities and women; policies and practices supporting retention; transitions of program completers to jobs or further education; and faculty and staff diversity. The study found that in comparison to their representation in the service area, Blacks and American Indians were overrepresented in the spring 1992 college population and Hispanics were underrepresented. Men were overrepresented in technical programs. No patterns of ethnic bias in enrollment appeared in any program or division. Based on self-study findings, goals and related plans were… [PDF] Nettles, Michael T.; Perna, Laura W. (1997). The African American Education Data Book. Volume I: Higher and Adult Education. Additional areas that are covered include: statistical approaches to examine salary equity; equity issues that postsecondary institutions need to assess; sex bias, promotion, and tenure court cases involving female faculty members; a 1981 guidebook to employment legislation and regulations; sexual harassment lawsuits; publications providing information to students concerning sexual harassment; information on Hispanic women's organizations; conferences on minority women; women's studies programs; trends in women's choice of fields of study; women in graduate schools and medical… Hirabayashi, Judith Bonnett; Tibby, Edward R. (1977). A Survey of Trends and Patterns in Collegiate Admission and Placement. A Focused Informational Report. A survey of 71 colleges showed relatively little change in recruitment, admissions, and placement policies or procedures despite commonly predicted declines in future enrollment. A similar questionnaire sent to ten regional executives tended to confirm this finding. The questionnaire responses showed wide variability in current practices. Few of the colleges anticipated declining enrollments, and 40 percent indicated that they planned to raise admissions standards. The responses indicated a moderate increase in the importance of high school records and of test scores and a slight decrease in the use of recommendations. No clear patterns were shown regarding recruitment of special applicants such as physically handicapped or members of ethnic minority groups. The results showed confusion over the appropriate use of the College Entrance Examination Board's Test of Standard Written English for placement decisions. High school grades were frequently cited as the criteria for decisions… Imber, Michael; van Geel, Tyll (2000). Education Law. Second Edition. Ten Public Policy Issues for Higher Education in 1997 and 1998. AGB Public Policy Paper Series, No. 97-1. Association of Governing Boards of Universities and Colleges This paper is the fourth in a series of yearly efforts to identify the top 10 public-policy issues facing higher education. Each of the issues is discussed in terms of likely developments in 1997-98, the issue's various aspects, and sources of further information. Issues identified are: (1) the Higher Education Act Reauthorization (issues relating to the federal role in making college more affordable and accessible); (2) federal budget constraints (the commitment to balance the budget jeopardizes all programs including student aid and campus-based research); (3) various federal tax proposals affecting higher education; (4) innovative state financing (demographic trends and slower growth of state funding); (6) health-care system changes (reforms to the Medicare program will affect most colleges and universities); (7) fair use under copyright law (institutional fair-use policies face rigid guidelines that impinge on important educational needs); (8) job training (Congress is expected… (2004).
