Topics covered in the eleven sections of the handbook include the following: background of sex equity; awareness assessment–sex roles; expanding awareness of sex fairness; sex equality consciousness-raising; life planning, career and occupational choices; recruiting students for nontraditional occupations; sex equity in vocational education programs; sex equity inservice education; guidelines for reviewing printed materials for sexism;… (1979). Faculty Influences on Black Recruitment and Retention in Schools of Nursing. To determine why blacks are underrepresented in the field of nursing, a three-year nationwide study was undertaken to examine and evaluate the recruitment and retention strategies used in schools of nursing, and to identify the most successful ones. Forty schools in 16 states were selected by their geographic and program representativeness; they offered associate, diploma, and baccalaureate programs in nursing. Data were collected by questionnaire. It was found that (1) the presence and activities of black faculty had a direct bearing on recruitment and retention, even while these faculty members were carrying out all other faculty responsibilities, and (2) these faculty had significant career barriers. White faculty members in integrated (i.e., not predominantly black) schools were more supportive of their school's recruitment and retention efforts than black faculty, although they were less aware of the efforts currently underway. Schools in southern and western states were most… (1975). Skills for Adult Guidance Educators. Package 7: Exploring the Labor Market and Discrimination. Part D provides data which compare student occupational interests with vocational education program enrollments. Part E is an annotated bibliography of some of the literature surveyed for the project. (LMS)… (1977). The Federal Civil Rights Enforcement Effort — 1974. Volume VII: To Preserve, Protect, and Defend the Constitution. A Report of the United States Commission on Civil Rights, June 1977. This report evaluates the status of civil rights oversight and policymaking by the White House and Office of Management on Budget (OMB) during the Nixon-Ford administrations, from 1972 to 1976. The report documents the activities of the White House, OMB, the Federal Regional Councils, and the Federal Executive Boards. Housing, school desegregation, business enterprises, and federal grants in relation to the prominent minority groups are investigated. The administration's failure to enforce Federal civil rights legislation during 1972-76 is attributed to the executive branch of government. This branch failed to provide policymakers with effective means to discover the nature of problems or to suggest ways to implement corrective action. In the belief that executive direction is indispensable to civil rights legislation, it is recommended that the President assume responsibility for Federal civil rights enforcement programs and that a cabinent-level position be created whose role… [PDF] (1988). In June 1992, Dona Ana Branch Community College (DABCC) in Las Cruces, New Mexico, initiated a self-study to identify changes needed for fuller participation by minorities and women and to establish goals for student, faculty, and staff diversity. The self-study focused on college and program enrollments by gender and ethnicity; recruitment materials; admissions, orientation, and registration procedures; retention and completion rates of minorities and women; policies and practices supporting retention; transitions of program completers to jobs or further education; and faculty and staff diversity. The study found that in comparison to their representation in the service area, Blacks and American Indians were overrepresented in the spring 1992 college population and Hispanics were underrepresented. Men were overrepresented in technical programs. No patterns of ethnic bias in enrollment appeared in any program or division. Based on self-study findings, goals and related plans were… [PDF] (1997). Additional areas that are covered include: statistical approaches to examine salary equity; equity issues that postsecondary institutions need to assess; sex bias, promotion, and tenure court cases involving female faculty members; a 1981 guidebook to employment legislation and regulations; sexual harassment lawsuits; publications providing information to students concerning sexual harassment; information on Hispanic women's organizations; conferences on minority women; women's studies programs; trends in women's choice of fields of study; women in graduate schools and medical… (1977). A Survey of Trends and Patterns in Collegiate Admission and Placement. A Focused Informational Report. A survey of 71 colleges showed relatively little change in recruitment, admissions, and placement policies or procedures despite commonly predicted declines in future enrollment. A similar questionnaire sent to ten regional executives tended to confirm this finding. The questionnaire responses showed wide variability in current practices. Few of the colleges anticipated declining enrollments, and 40 percent indicated that they planned to raise admissions standards. The responses indicated a moderate increase in the importance of high school records and of test scores and a slight decrease in the use of recommendations. No clear patterns were shown regarding recruitment of special applicants such as physically handicapped or members of ethnic minority groups. The results showed confusion over the appropriate use of the College Entrance Examination Board's Test of Standard Written English for placement decisions. High school grades were frequently cited as the criteria for decisions… (2000). Education Law. Second Edition. In section 3, research for special needs populations is reviewed by L. Allen Phelps. Four major special populations are addressed: limited English-speaking, handicapped, incarcerated, and disadvantaged learners. Included in this section are four lighthouse studies. Richard W. Feller and David V. Tiedeman examine research related to career development… [PDF] (1978). Women in Traditionally Male Jobs: The Experiences of Ten Public Utility Companies. R & D Monograph 65. A study explored the results of programs designed to move women into traditionally male jobs (both managerial and blue collar) in ten public utility companies. The focus of the study was on the experiences of 164 women in such jobs and on the attitudes of their supervisors, male peers, and subordinates toward the companies' attempts to overcome job discrimination based on sex. The study also explored the impact of the women's new job patterns on their relationships with peers, parents, husbands, male friends, and children. The findings indicated that the experiences of the ten companies were considerably more positive than negative. Most of the women were seen to be performing well in their new jobs, although those in blue collar positions encountered more difficulties in the form of inadequate prior training and harassment from male peers. There was also considerable evidence that negative attitudes and expectations on the part of male supervisors and peers were likely to change… [PDF] (1980). A project was conducted to provide women, minority, veteran, and handicapped college students with a structured cooperative education work experience which would enhance career selection and mobility and provide supervised employment in fields related to the students' interests and academic majors while supplying the employers with trained workers. Seventy-two students were placed in supervised work-training positions with fifty-three participating employers during the 1975-76 academic year. Both the students and employers involved in the project evaluated it positively. Placing handicapped and minority male students at work-training stations proved to be the most difficult task. One hundred seven responses to a questionnaire mailed to 234 community college cooperative education programs indicated that the programs most affected by the 1975-76 economic recession were in the east, south, and central areas of the country and that there was an improvement in the economy in the first… (2001). Characteristics of Incoming Freshmen Commuter Students, 1973-75. Research Report #6-75. University Student Census (USC) data of incoming freshman commuters at the University of Maryland, College Park, for 1973, 1974 and 1975 are examined. The respective samples numbered 1467, 588, and 858 students who were enrolling for the Fall semester and who planned to live off-campus. The report is divided into three sections: (1) a composite description of the typical incoming freshman commuter for each of the three years; (2) a summary of trends or directions in four areas: demographic variables, attitudes and expectations toward the university, attitudes toward social issues, and commuter needs; and (3) a sketch of a hypothetical commuter of the future and a discussion of his/her anticipated needs. Results over the past three years show that there is an increase in concern over the economy as the most important issue for society to resolve; commuters are living closer to campus; fewer students are working; they report high school grade point averages of "B'"; more… (1980).
