Preer, Jean L. (1981). Minority Access to Higher Education: AAHE-ERIC/Higher Education Research Report 1. The current status of minority enrollment in higher education and specific concerns that affect students and the institution are examined. Minority enrollment at different institutional levels, in different fields of study, and over different periods of time is examined. Findings reveal a more complex pattern of gains and slowdowns than gross statistics for the last decade indicate. Hispanics and women continue to increase their share of the total enrollment, but blacks experience a slackening momentum. The policy framework created by legislation and litigation on issues affecting student access is considered, and the following three related issues are examined: the pool of minority applicants; designing more equitable admission procedures; and retaining minority students through graduation. Seven themes concerning the role of women in higher education institutions are considered, generalizations about each theme are proposed, and literature supporting each area is cited. Douglas, Jane I., Ed. (1976). Dollars and Sense: Employer-Supported Child Care. A Study on Child Care Needs, and the Realities of Employer-Support. This report briefly discusses present rationales, future prospects, and methods and procedures involved in employer support of child care. It is based on a study which was intended to test the feasibility of providing child care and youth programs, through a system design, for employees of resort hotels and the primary labor union involved with the hotels. A state-wide survey of child care needs in Nevada was conducted followed by a special study of Clark County, which has 56% of the state's child population. In addition, members of the Culinary Union in Las Vegas and Reno were surveyed as to their needs and attitudes toward child care. A system was developed for measuring the quality of child care facilities and the competence of caregivers. Johnson, Cheryl; And Others (1982). The Progress of Desegregation in Maryland's Public Postsecondary Educational Institutions, 1974-1980. Seventh Annual Desegregation Status Report. Desegregation progress under the "Maryland Plan for Completing the Desegregation of the Public Postsecondary Institutions in the State," which spanned from 1974 to 1980, is reviewed. The community college segment and the state college and university segment have met their 1980 projected ranges, but as a segment, the University of Maryland fell short of the 1980 goal. Only the Baltimore campus of the University of Maryland met its individual campus 1980 goal. The historically white schools achieved a black enrollment that was 14.3 percent of all undergraduates, while the historically black institutions, with a black enrollment of 89.3 percent, failed to decrease their black enrollment to the 65-69 percent projected ranges for 1980. Buckley, John J.; Feldbaum, Eleanor G. (1979). Faculty Influences on Black Recruitment and Retention in Schools of Nursing. To determine why blacks are underrepresented in the field of nursing, a three-year nationwide study was undertaken to examine and evaluate the recruitment and retention strategies used in schools of nursing, and to identify the most successful ones. Forty schools in 16 states were selected by their geographic and program representativeness; they offered associate, diploma, and baccalaureate programs in nursing. Data were collected by questionnaire. It was found that (1) the presence and activities of black faculty had a direct bearing on recruitment and retention, even while these faculty members were carrying out all other faculty responsibilities, and (2) these faculty had significant career barriers. White faculty members in integrated (i.e., not predominantly black) schools were more supportive of their school's recruitment and retention efforts than black faculty, although they were less aware of the efforts currently underway. The data represent 94 U.S. medical schools, with the number of applicable staff positions ranging from two to 52 per institution. The positions considered included those in which at least 20 percent of the time was spent in specifically delineated management functions, and under the aegis of the medical school dean. This report evaluates the status of civil rights oversight and policymaking by the White House and Office of Management on Budget (OMB) during the Nixon-Ford administrations, from 1972 to 1976. The report documents the activities of the White House, OMB, the Federal Regional Councils, and the Federal Executive Boards. Housing, school desegregation, business enterprises, and federal grants in relation to the prominent minority groups are investigated. The administration's failure to enforce Federal civil rights legislation during 1972-76 is attributed to the executive branch of government. In June 1992, Dona Ana Branch Community College (DABCC) in Las Cruces, New Mexico, initiated a self-study to identify changes needed for fuller participation by minorities and women and to establish goals for student, faculty, and staff diversity. The self-study focused on college and program enrollments by gender and ethnicity; recruitment materials; admissions, orientation, and registration procedures; retention and completion rates of minorities and women; policies and practices supporting retention; transitions of program completers to jobs or further education; and faculty and staff diversity. The study found that in comparison to their representation in the service area, Blacks and American Indians were overrepresented in the spring 1992 college population and Hispanics were underrepresented. Hirabayashi, Judith Bonnett; Tibby, Edward R. (1977). A Survey of Trends and Patterns in Collegiate Admission and Placement. A Focused Informational Report. A survey of 71 colleges showed relatively little change in recruitment, admissions, and placement policies or procedures despite commonly predicted declines in future enrollment. A similar questionnaire sent to ten regional executives tended to confirm this finding. The questionnaire responses showed wide variability in current practices. Few of the colleges anticipated declining enrollments, and 40 percent indicated that they planned to raise admissions standards. The responses indicated a moderate increase in the importance of high school records and of test scores and a slight decrease in the use of recommendations. No clear patterns were shown regarding recruitment of special applicants such as physically handicapped or members of ethnic minority groups. The results showed confusion over the appropriate use of the College Entrance Examination Board's Test of Standard Written English for placement decisions.
