Escutia, Marta M.; Prieto, Margarita (1986). Hispanics in the Work Force, Part II: Hispanic Women. This paper evaluates the status of Hispanic women in the United States work force. First, demographic information on age patterns, fertility rates, and educational attainment is reviewed. Then, labor market status is assessed in relation to Hispanic women's labor force participation, employment patterns, and poverty. Next, the Federal response to these problems is evaluated and policy implications are discussed. The status of Hispanic women in the labor force is characterized by low educational attainment, occupational segregation in the least skilled jobs, low wages, and high levels of unemployment and poverty. This segregation results from the educational attainment of Hispanic women, which is the lowest of all population groups. In contrast to the training programs offered by the terminated Comprehensive Employment and Training Act, the current Job Training Partnership Act offers limited hope for improving the long-term market status of Hispanic women. The elimination of the…

Perez, Richie (1985). The Status of Puerto Ricans in the United States. In the 1950s, Puerto Ricans in the United States began to consolidate to gain more political power, and over the next three decades, many organizations were formed for this purpose. The National Congress for Puerto Rican Rights (NCPRR) was created in the early 1980s to become a mass-membership, activist, civil and human rights organization. Through grassroots coalition-building with blacks and other groups, the NCPRR addresses problems relating to the economic, educational, social, and political status of Puerto Ricans. The governmental and industrial sectors which historically have been the primary source of jobs for Puerto Ricans are declining. Only 40% of all Puerto Ricans over 16 are now working, and Latinos as a group are highly subject to underemployment, family poverty, low educational attainment and a high dropout rate. About one-third live in physically inadequate or overcrowded housing conditions, and their health status is also low. The Puerto Rican community has been…

(1985). University of Hawaii, Windward Community College: Educational Development Plan, 1985-90. Based on wide input from both faculty and staff members, Windward Community College's (WCC's) five-year educational plan was designed as the guiding document for institutional development from 1985 to 1990. The first sections of the plan examine the history and background of the campus; WCC's planning process; its mission and goals; and the external and internal factors, as well as the assumptions, that provided the context for the planning process. The next section offers an assessment of WCC in terms of its accreditation status and the progress it has made in implementing the goals of the 1979-1985 Education Development Plan concerning instruction, vocational education programs, learning skills program, media production center, student services, academic administration, and community services. Next, a list and timeline are provided, detailing the college's 1985-90 priorities for each of its liberal arts and vocational programs, learning assistance and academic support, and student…

Trujillo, Lorenzo A. (1983). Multiculturalism for a Global Society: Together We Can. The needs for understanding the multicultural nature of the world, creating educational opportunities for minorities, and striving toward accurate communication among cultures are addressed. The first part of the paper discusses culture in terms of the symbolic system that encodes the values of humanity at the levels of language, social structure, and world view. Symbols through which people define themselves culturally include idiomatic usage of the language, morals, religion, aesthetics, politics, common practices, and the role assigned to science. The next section, which briefly outlines schools of thought on culture and knowledge, concludes that the educational foundations must be established for society to develop a greater sense of global awareness and multiculturalism in order to allow many value systems to exist in harmony. The remainder of the paper presents statistics on college education in Colorado and describes the population and programs of the Jefferson County… [PDF]

Begin, James P. (1978). Bargaining and Faculty Reward Systems: Current Research Findings. Empirical research literature on the relationship between faculty bargaining and faculty reward systems was reviewed. The emphasis was on five areas that may be affected by bargaining: the rationalization of institutional policies and practicies, particularly those related to personnel issues; a rationalization of grievance procedures, with a corresponding improvement in due process; a redistribution of authority among faculty, administrators, and students; changes in the quality of relationships brought about by the adversary nature of the bargaining process; and changes in the level of compensation with possible resulting effects on resource allocations. Some problems that limit research findings are: the collective bargaining movement is still in its early stages and is characterized by a significant degree of instability and variety; there is a heavy reliance on interviews or questionnaire surveys of the perceptions of direct participants and too little use of objective…

Koltai, Leslie (1978). Taxpayer Initiative and the Political Process–The California Experience. California's Proposition 13 set a maximum property tax of one percent of appraised market value, limited assessment increases to no more than two percent of cash value each year, and required that no new taxes be imposed to make up for lost revenues without a two-thirds vote of the state legislature or a two-thirds vote of all qualified voters. Five areas of concern for two-year college administrators have resulted from this situation: (1) the impaired planning abilities of local districts due to the short-term availability of funds; (2) the loss of authority by boards of trustees and college administrations through increased shared authority with the state legislature, the board of governors, the state chancellor, and special interest groups; (3) a transition period in planning resulting in the halt of fiscal growth and the renewed consideration of imposing tuition; (4) decreased public support of community colleges resulting in less innovation and in redefinition of community…

(1980). Information on the Board of Governors and Chancellor's Office. General information is provided concerning the responsibilitiies of the Board of Governors and the Chancellor's Office of the California Community Colleges. The role of the Board is examined first in terms of its responsibility to coordinate regional and statewide development of community college programs and facilities, advise local districts on educational finance, and establish minimum standards for instructional, employment, and budgetary policies. A statement of philosophy for the Board, outlining its commitment to the retention of local district autonomy, precedes a statement of the Board's goals in the areas of equal opportunity, academic freedom, effective use of human and physical resources, distribution of state funds, accreditation, accountability, planning, and the effective articulation of state policies to local districts. The report then considers the administrative organization of the Chancellor's Office and briefly describes the staffing and responsibilities of its…

Love, Ruth B. (1980). The Educational Process and Black on Black Crime. Black on black crime reflects the behavior of people of poverty and powerlessness. It grows from a pathology of racism; a society which denies access and opportunity. Educational institutions can be essential instruments of change. Strategies to help enhance the lives and potential of black youth include: (1) provision for opportunity for success; (2) influencing natural leaders toward positive, constructive activities; (3) development of truancy reduction and re-entry programs; (4) stressing the importance of self-identity and self-worth as basic skills; (5) reduction of criminals on campus; (6) development of curricula on non-violent conflict resolution; (7) role modelling by positive achieving adults; (8) development of programs using streetworkers to counsel black youth and placement of social services within schools; and (9) service by adults as mentors or advocates for under-achieving, high potential youth. It is also important for the black community to mobilize its resources…
