Weston, Kathleen M. (1982). The Apprenticeship and Blue Collar System. Putting Women on the Right Track. This guide provides a systems approach to increasing the numbers of women in apprenticeships and skilled blue collar jobs. Its components form the Apprenticeship and Blue Collar (ABC) System. This system was developed from the experiences of hundreds of employment and training professionals and from several targeted outreach programs currently assisting women to enter the trades. The chapters, each covering a single component, follow a typical woman's progress through the system, from the first step of outreach and recruitment, through orientation, individual counseling and tutorials, training, referral, job development, and follow-up. Throughout the chapters, advice is given to help employment counselors, women's advocates, and trades recruiters to recruit blue-collar women and conduct workshops and training sessions, with emphasis on overcoming sex stereotypic barriers to nontraditional occupations. (1982). Equal Employment Opportunity for Women: U.S. Policies. United States Report for the Organisation for Economic Cooperation and Development (OECD) Working Party Number 6 on the Role of Women in the Economy (Paris, France, June 1982). A study analyzed past and present United States initiatives for promoting equal employment opportunity and wage equality for women. It was determined that, during the past 20 years, the United States Government has established the legal procedures to combat inequities in educational opportunities and employment-related practices. While these procedures have effected some improvements, the problems of occupational segregation and its resultant lower earnings for women persist. Other issues affecting the full utilization of women in the work force include protective labor legislation, inequities in education, lack of adequate child care, lack of adequate alternative work patterns, the scope of unemployment, involuntary part-time employment, and limited unemployment assistance. Rist, Ray C. (1978). On the Education of Guestworker Children in Germany: A Comparative Study of Policies and Programs in Bavaria and Berlin. This paper examines two programs for the education of immigrant (guestworker) children in Germany. The Bavarian model bases its program upon the assumption that most foreign children remain in Germany for only a short time, eventually returning to their native countries. Evidence largely discredits this assumption, however. Though providing options for those foreign children who speak German, its primary emphasis is upon maintaining skills in the mother tongue. Immigrant children are given their own schools and are encouraged to stay there. By establishing this type of system, Bavaria is perpetuating the isolation and segregation of its minority population. Conversely, the Berlin (West) model is aimed at the integration of the children of the foreign worker as quickly as possible into the German language classroom. This paper summarizes the history, philosophy, and recruitment methodology of the American Psychological Association (APA) Minority Fellowship Program. The aim of the program is participation by ethnic minorities in the development of psychology, both as a practicing art and as a science. The APA received a training grant to provide fellowship stipends to ethnic minority students eligible for or attending graduate programs leading to a Ph.D. in psychology. From 1974 through 1977, stipend awards were made to 115 students from 44 institutions. In most cases, student support was cost-shared by the institution. Evidence suggests that even though minority admission is increasing, there continues to be a need to modify existing standards for optimal success of the program.
